REGULATED DRINKING WATER SYSTEM

DESIGNATED FACILITIES UNDER REG. 170/03

Once a drinking water system has met all the requirements of the regulation where treatment equipment is concerned, scheduled sampling and operational checks are to be completed on a regular basis. The sampling and operational checks schedules will be outlined in the engineering evaluation report.

For the past few years, Tapped In has supplied these services to designated sites such as daycares, nursing homes, group homes, schools and year-round residential facilities. These services are provided to non-municipal year-round residential, small non-municipal non-residential and non-municipal seasonal residential systems.

OPERATIONAL CHECKS CAN INCLUDE:

  • Regular checks of the UV system as per EER
  • Salt top ups for softeners
  • Mixing of chemicals for chlorine solution tanks
  • Free available chlorine assessment
  • Quarterly equipment checks to assess proper functioning and includes an onsite hardness and iron concentration assessment of the water
  • Maintenance of drinking water system manual and log book
  • Etc.,

WATER SAMPLING

Sampling of the drinking water system for microbiological contaminants and chemical contaminants are completed by a trained person, water quality analyst or certified operator as per Reg. 170/03 based on the category of the regulated facility.

SAMPLING SERVICES INCLUDES:

  • Collection of water samples (weekly, bi-weekly or monthly)
  • Completing the chain of custody forms
  • Submission of water samples to an accredited laboratory for analysis
  • Interpretation of analytical data
  • Provision of results to the owner of the facility to be kept on file as per Reg. 170/03
  • Adverse water results notification and consultation as needed

 COURIER SERVICES

  • You collect your own water samples and prepare all paper work and we transport your water samples under refrigeration temperatures to the lab (weekly, bi-weekly or monthly)
  • Results are provided to the owner of the facility to be kept on file as per Reg. 170/03
  • Adverse water results notification and consultation are provided as needed

SCHEDULE 15.1 - LEAD TESTING

The new Schedule 15.1 in O. Reg.170/03 has replaced annual distribution system lead testing requirements with bi-annual testing to be completed once between December 15 and April 15 starting December 15, 2007 and once between June 15 and October 15 starting June 15, 2008 . This new schedule applies to large municipal residential, small municipal residential and non-municipal year-round residential systems.

Small Drinking Water Systems Under Reg. 318/08 and Reg. 319/08

If your business makes drinking water available to the public and you do not get your drinking water from a municipal drinking water system, then you are the owner or operator of a “small drinking water system.”

Responsibility for small drinking water systems was transferred on December 1, 2008 to the Ministry of Health and Long-Term Care from the Ministry of the Environment. The new Small Drinking Water Systems regulations under the Health Protection and Promotion Act are now in effect: Ontario Regulation 318/08 (Transitional – Small Drinking Water Systems) and Ontario Regulation 319/08 (Small Drinking Water Systems). Under this new system, small drinking water systems will be inspected by local boards of health.

At some point in the near future, public health inspectors will conduct a site-specific risk assessment on every small drinking water system in the province. Based on these assessments, they will determine what owners and operators must do to keep their drinking water safe and will issue a directive for the system, which may include requirements such as water testing, treatment and training .

SMALL DRINKING WATER SYSTEMS INCLUDE:

Small non-municipal non-residential systems:

  • Small hotels, motels, resorts or rental cabins
  • Bed and breakfasts
  • Restaurants, bars, food take-out facilities
  • Small recreational facilities and provincial parks
  • Campgrounds, hunting camps or marinas
  • Tourist attractions
  • Places of worship
  • Small airports
  • Road-side garages, rural stores or commercial centres that provide public washrooms

Non-Municipal Seasonal Residential Drinking Water:

  • Campgrounds and trailer parks with six or more sites with water service hook-ups
  • Communal cottage developments with six or more private residences

Large Non-Municipal Non-Residential systems could include systems serving:

  • Large hotels or resorts
  • Large highway service centres or service stations
  • Large commercial or industrial complexes
  • Large provincial parks
  • Large provincial prisons or jails

Small Municipal Non-Residential systems could include systems serving:

  • Town halls
  • Small municipal community centres, sports and recreational facilities
  • Municipal tourist information centres, museums or libraries

Samplings of the drinking water system for microbiological contaminants are completed by a trained person, water quality analyst or certified operator though Reg. 318/08 and Reg. 319/08 does not have this requirement.

SCHOOLS, PRIVATE SCHOOLS AND DAY NURSERIES REGULATION (O.REG. 243/07)

On June 7th, 2007 , the Ministry of the Environment announced it is implementing recommendations made by its Drinking Water Advisory Council and advice of the Chief Medical Officer of Health and Chief Drinking Water Inspector to expand water safety protections and reduce potential levels of lead intake especially for pregnant women and children six years of age and under.

The new flushing and testing regulation, Schools, Private Schools, and Day Nurseries O. Reg. 243/07 came into effect on June 7th, 2007 . The regulation requires that all owners of schools and private schools undertake sampling for lead between June 15th and August 15th annually while Day Nurseries built before 1990 test between May 1st and October 31st annually.

SAMPLING SERVICE INCLUDES:

  • Collection of water samples as per Reg. 243/07
  • Completing the chain of custody forms and LSN forms
  • Submission of water samples to an accredited laboratory for analysis
  • Interpretation of analytical data
  • Provision of results to the owner of the school or day care to be kept on file as per Reg. 243/07
  • Adverse water results notification and consultation as needed

COURIER SERVICES
